##### mercredi 25 avril 2018, 18h37 #####

Sujet: [NCEP.list.NOMADS-ftpprd] Pending Upgrades/Changes 4/25/2018

NCEP is making available the near real-time output of the GFS running with the new Finite Volume Cubed-Sphere (FV3) Core on para.nomads.ncep.noaa.gov. The official Public Information Statement (PNS) discussing the changes will be made available within the next few weeks. When an implementation date is scheduled the NWS Service Change Notice (SCN) will be disseminated with the start of the official 30 day evaluation.
Users should also be aware that the data is disseminated on a slightly delayed schedule, and more changes to timing will be coming in the near future. At this time just the 0.25 degree pressure grib files are available. We will be adding more output during the next few weeks. The feed may also experience outages and should not be considered operational.

Sujet: [NCEP.list.NOMADS-ftpprd] Notice: Changes to usage policy

Users,

In the near future NCEP is going to implement an automated usage policy across our NCEP Web Services that include:

nomads.ncep.noaa.gov
www.ftp.ncep.noaa.gov
ftp://ftp.ncep.noaa.gov
ftpprd.ncep.noaa.gov

This is being done to ensure that all users have an equal experience using our services. Our system administrators expect that 99% of users will NOT be impacted by the new limits. If you are following our recommended guidelines that can be found below you will not see any negative impacts. If you do find that you are no longer able to access our services please email us at ncep.pmb.dataflow@noaa.gov and we will work with you on how to modify your usage and regain access.

----
Public Notice of Appropriate Use (Defining Abuse)

Below are guidelines for the use of NWS websites:

Know your data refresh frequency. NWS has data which is updated at significantly different intervals. Knowing the frequency of the data update cycle will help you to create sensible request cycles. For example, if the forecast data is updated no more than once an hour; you should not request data for the same location more than once an hour. If you are querying a service for short fused warnings it may make sense to query our service once or twice a minute based upon your needs.
Request only the data that you need. NWS has many services that allow for the request of individual data sets and locations.
Do not attempt any of the following or similar practices:
Trojan Horse attack
SQL Injection attack
Cross Site Scripting attack
Command Injection
Remote File Inclusion
PHP Script Injection

Sometimes the National Weather Service determines that a particular user is not following these guidelines and is impacting our service delivery capability. This is rarely malicious, however to protect our resources and our service level to the greater user community we may find it necessary to block IP addresses or query types.

Problems accessing NOMADS and NCEP ftp/Web servers

Key Points

Around 1730Z, NCEP NOMADS and NCEP FTP/Web services hosted on College Park IDP machines, became slow to access and/or slow to respond to user requests for data
NCO system administrators have identified six users that reached abusive user criteria, causing NCEP College Park IDP systems to become unresponsive
NCO system administrators will block the abusive users and reboot the College Park IDP systems that became unresponsive

Dear NOMADS Users,

For an update, NCO system administrators have failed over NOMADS and ftpprd servers from College Park to Boulder around 2200Z, in response to high cpu loads from abusive user impacts to IDP systems in College Park. Users should see improvement in access to and/or download speeds from these servers.

Thanks,

Sujet: Re: [NCEP.list.NOMADS-ftpprd] Notice: Changes to usage policy

Users,

Over the next two weeks NCEP will be implementing changes to the usage policy outlined in the previous email. Please review our guidelines below and if you have any questions please email - ncep.pmb.dataflow@noaa.gov

The NWS has a dedicated mission to provide all users access to information for the protection of life and property and enhancement of the national economy. There are numerous Information Technology resources across the NWS that provide information across different interfaces. We have a responsibility to protect the integrity of these systems and maintain the boundary of any resource limitations. We are constantly monitoring those IT limits and adjusting thresholds that define the abusive usage policy.

Sometimes the NWS determines that a particular user is impacting our service delivery capability. This is rarely malicious, however to protect our resources and our service level to the greater user community we may find it necessary to block IP addresses or query types. Users who find that their queries are blocked should send an email to sdm@noaa.gov. Our IT professionals are happy to work with you to restore your service within the recommended guidelines that are outlined below.

- Know your data refresh frequency
*NWS has data which is updated at significantly different intervals. Knowing the frequency of the data update cycle will help you to create sensible request cycles.
*Example: If the forecast data is updated every 6 hours you should only make requests during those cycle output windows.
*Example: If you are querying a service for short fused warnings it may make sense to query our service once or twice a minute based upon your needs.
- Request only the data that you need
*NWS has many services that allow for the request of individual data sets and locations.
- React appropriately to return status and error codes
*If a Web Service isn't available users should limit the number of retries to 1 minute intervals.
*If a file is not available do not immediately retry the following second, pause for an appropriate interval based on your data refresh rate.
- Occasionally check your logs to ensure that you are not requesting invalid links
*NWS products are constantly updated/changed/decommissioned, check your logs to ensure that you are pulling valid data.
- Do not attempt any of the following or similar practices:
*Trojan Horse attack
*SQL Injection attack
*Cross Site Scripting attack
*Command Injection
*Remote File Inclusion
*PHP Script Injection

Users

The major issue with the data center has been resolved and services are stable at this time. We have two issues that are still being worked. The first is we have a few cycles of post processed data that are missing from during the event. We will work to backfill that data if possible. The second is there are larger than normal download latencies affecting all services. We have been engaged with our Network Operations Center trying to isolate the point of contention.

We appreciated your patience as we worked this event.

Release Notes

Model

High-resolution Rapid Refresh

Version

V3.0.0

Implementation date/time

1200 UTC, July 12th, 2018

Purpose

The HRRR is a NOAA real-time 3-km resolution, hourly updated, cloud-resolving, convection-allowing atmospheric model, initialized by 3 km grids with 3 km radar assimilation. Radar data is assimilated in the HRRR every 15 min over a 1-h period adding further detail to that provided by the hourly data assimilation from the 13 km radar-enhanced Rapid Refresh. The high resolution of the HRRR provides details on storm mode, localized precipitation events, and mesoscale features not resolved by the 13 km Rapid Refresh.
