The exact formula is a pain in the butt:
P = 1 - (1 -1/365)(1-2/365)(1 - 3/365).....(1 - 22/365) = 0.507

There is an approximate formula that's reasonable P* = 1 - exp(-n*(n-1)/2/365) = 1 - exp (- 23x22/2/365) = 0.500
If the number of people is greater, the error will be greater. If n=10 then P* = 0.115 which is close to the true value P=0.117
